Housing Opportunities for People with Aids (HOPWA) program grantees submit a Consolidated Annual Performance and Evaluation Report (CAPER) and to report complete annual information on the use of program funds and progress towards identified goals and objectives.  Information from the CAPER is used for program monitoring and evaluation purposes. The report covers types of assistance provided, expenditures by activity, and housing outputs and outcomes.
